Someone who is TRANSPORTATION DISADVANTAGED is a person who because of physical or mental disability, income status, or age is unable to transport himself/herself or to purchase transportation and is, therefore, dependent upon others to obtain access to health care, employment, education, shopping, social activities, or life sustaining activities.
The West Florida Regional Planning Council staffs the regions seven (7) Local Coordinating Boards (LCB). The LCB is a committee of state agency and community representatives who identify local service needs and provide information, advice, and direction to the Community Transportation Coordinator.
Created by state legislation in 1989, the Commission for the Transportation Disadvantaged (CTD) maintains its office in Tallahassee. The purpose of the CTD is to accomplish the coordination of transportation services provided to the transportation disadvantaged. The CTD serves as the policy setting board that is legislatively responsible for accomplishing coordination of transportation disadvantaged services.
The CTD has its own staff and its own funding source--the Transportation Disadvantaged Trust Fund. The money from this Trust Fund is delivered to Community Transportation Coordinators (CTCs) for the Trip/Equipment Grant and the Designated Official Planning Agencies (DOPAs) for the Non-Sponsored Planning Grant.
