In 1995, the WFRPC region was designated an Economic Development District (EDD) by the U.S. Department of Commerce Economic Development Administration. The primary functions of the EDD include, but are not limited to, the preparation and maintenance of a Comprehensive Economic Development Strategy (CEDS), to assist in the implementation strategies identified in the CEDS and provide technical assistance to Economic Development Organizations throughout the region.

The EDA provides grants to distressed communities to foster job creation, collaboration, and regional innovation. The grants are intended to increase regional competitiveness, encourage innovation and entrepreneurship, generate private investment, and create higher skill, living-wage jobs. WFRPC can provide technical assistance in developing an application proposal for an EDA grant. Additionally, WFRPC is able to contract directly with counties and municipal agencies for the technical assistance, without using an RFP process.
