District 1 LEPC

Mission Statement

The District 1 Local Emergency Planning Committee prepares regional hazardous materials emergency plans that indicate the facilities that use, produce, or store hazardous substances, present in the jurisdiction.  District 1 LEPC serves as the repository for regional reports filed under Title III of the Emergency Planning and Community Right-To-Know Act of 1986 (EPCRA).  LEPC directs regional Title III implementation activities and performs associated outreach functions to increase awareness and understanding of and compliance with the EPCRA program.

District 1 LEPC Chairman

Mr. Richard Delp has served as the D1 LEPC Chairman since July 1, 1998.  He initially came to the LEPC as the manager of the Midway Water Company in Santa Rosa County under the "Facility Operator" occupational category.  He now works for Baskerville Donovan Engineers and is a member under the "Interested Citizen" occupational category.  His service to the community includes being the HAZMAT coordinator for south Santa Rosa County, as an advisor to the Fairpoint Utilities System, Inc., and a member of the Technical Advisory Committee to the Santa Rosa/Okaloosa/Walton Regional Utilities Authority.  Mr. Delp has missed only one LEPC meeting during his tenure.  He advises staff on actions to take concerning various issues that come before the LEPC.

District 1 LEPC Staff

Staff services are provided through the Comprehensive Planning Division and its Homeland Security and Emergency Preparedness Section. Ms. Kathy Ahlen from the West Florida Regional Planning Council serves as staff to the  District 1 Local Emergency Planning Committee.

Vacant Membership Allocations

Membership on the LEPC is not necessary for participation in LEPC activities or to attend meetings. In fact non-members are encouraged to attend and can participate on LEPC subcommittees. However, LEPC membership is organized to achieve a diverse cross-section of agencies, facilities, and community members and to promote ownership in the issues and tasks to be performed. As such, the membership positions are tied to Occupational Categories. In some cases, more than one occupational category may be applicable to an individual. Currently, official membership position vacancies exist in the following occupational categories: 

  • Elected Local and State Official
  • Health
  • Hospital
  • Broadcast and Print Media
  • Facility Owners and Operators
  • Water Management District
  • Local Option: Occupational Emphasis such as Agriculture, Aviation and Manufacturing.
